Wendy has a rather soothing voice, I'd listen to her reading a book out loud. Willow's too, hers is a bit more jolly, but it's rather pleasent to listen to. Unimplemented character Winnie has a similar voice as well, which is super cute and sweet, it does tell about her character. 

My choices are Warly, Winona and Wortox. Warly's steel drums are always the best, Winona's is nice and soothing while Wortox's Violin is beautiful. Though I would've voted for Warbucks if he was in because his trumpets were killer. Walter is the closest thing to his beautiful brass instrument but his out of tune voices bother me. Wilson, WX, Wigfrid and Webber are very loud, Willow and Wendy are pleasant. Wolfgang, Maxwel and Woodie are quite silent, Wes is too silent. Wurt and Wormwood has weird forest and swamp noises. I don't even recall Wickerbottom.

Warly has a beautiful voice. Wendy's and Woodie's are also nice. Wortox's voice suits his personality and he has one of the best singing voices for his carol, but his speaking voice doesn't quite make it into the top 3.

As far as singleplayer characters are concerned, I'd have voted for Wheeler if she was an option. 

1. Webber, a synthesizer falling down a flight of stairs is amazing

2. Wigfrid, the mess of different brass instruments suites her in my opinion

3. Wortox. I believe its a fiddle, and if it is that a great reference

Bonus fourth choice, Wes. i love the sound of a dog whistle!
