When it comes to the lower half of her design it's really super inconsistent - she's shown in short pants in one place, skirt in the other. The Valkyrie costume that her design is based off, though, is a long white dress with short sleeves and a vest on top. Even though she does have the white sleeves under her vest, for some reason her design lacks the lower half of the dress and substitutes for it with a strange continuation of her vest that covers her torso.
