If Yes to both, I am 100% that I will get every single one through drops and, of course, since it's the only set that have the restriction, won't be able to use. Myself,i have the next 2 theories: 1:Everyone will be able to play them during hallowen and then they'll be dropable the rest of the year 2:This skins should appear at the same time as the weekly skins timer,then during the event every skin you get will 100% be a character from the halloween collection and 100% one you didn't have before.So seeing that so far we only got 11 characters,the event should be 1 or 2 weeks,enough for getting a total of 4 or 8 skins per halloween,and then just wait for the next halloween to get the last skins you need for your collection.
