They look hostile to each other, but they are all "moons". In fact, they don't care about humans or the creatures in famine.

They are all dangerous goods, and they will be infected when they are used.(《Annihilation》)

They all mutate some creatures, but I don't know why it doesn't have such a big impact on men.

Alter is a deceiving being. This thing tells us all of our wanted desires through telepathic powers (With no signs of actually giving us what we want), it tells us to gather these altar pieces throughout the world (and the survivors act like its a friend, not even questioning its reasons cause we're under the spell of lunacy) in exchange of knowledge. 
It's being nice to us on purpose via the gestalts cause its using us for its own gain. And the knowledge we gain isn't even that good compared to the fuel which gives us a lot to work with. What does Alter give us, a turf machine? some weapons and a bath bomb? Compared to the fuel this is awful. 
in reality all Alter wants is to spread its influence across the constant and potentially corrupt it for its own intention. As it did with the birds, with the hounds and the pengulls, what could've happened if Wagstaff didn't actually stop Alter might've been even more catastrophical. Now, is Alter evil? well to us yes this would definitely be considered evil, but is it evil in nature? that's debatable. 

There is no "good" or "evil" in this world, every person has both good and bad things in it's personality, alter and it's(idk how else i refer to a moon?) moon creatures fight with Charlie and shadow monsters, none of them are either "good" or "evil", it's just 2 sides fighting with each other.Also not gonna mention that if we talk about "good and evil" Alter is just innocent person getting attacked, not only Charlie tried to manipulate him which caused moon island to appear, but also dst characters literally trying to steal his moon energy, as selfe defence he sends a Celestial Chapmion, and even then survivors kill it and steal his powers.

Oh except griefers and people who just want to ruin everyone's elses fun yeah they are bad.

I think the answer should be very lovecraftian in nature.

i dont think either alter OR the shadows are necessarily evil.

i think they’re too much for the mortal minds of the cast to understand. One draining our very sanity to try to experience and understand, the other making it to where we’re too aware of whats real and not, forcing us to dumb ourselves down to protect ourselves from its effects. The forces of night and the moon may not necessarily WANT anything in relation to the survivors. If we’re low on sanity or near areas where nightmare creatures are stronger, those may want to kill the survivors, but those could be smaller creatures unrelated to “them” except that they both have a connection to nightmare fuel. They could also just be territorial and unaware of the survivors until they make themselves known. The gestalts could also exist everywhere simultaneously, but only visible and interactable in certain locations. A good analogy i feel is the idea that the shadows are infrared light, only visible to certain creatures or with certain technologies, while the gestalts are ultraviolet. Both equally invisible to the average person, without a little… help. The constant itself could be providing the help for the nightmare creatures. While areas struck by the moons influence is a focus for the gestalts. The cast of characters could all just be sensitive to nightmare creatures as well, and that be why they were chosen to enter the constant.
