don't forget that you'll need textool to make the .tex usable in the making of memes

Paint.net. I used it to make my cutouts and all of my posts here. It's more accessible than GIMP and Photoshop but still very powerful. I tend to make good use of the clone brush, but you don't need to do that. Just use layers, the lasso select, and the eraser. Also a 100% hardness 2 pixel width brush. For some reason, it fits almost perfectly with the atlas-0 textures and Cyclum comic images.
