We have a word for that and its called 'necroing' threads. You might think necroing happens way less than people make it out to be, but I think you think it's punished way more than you make it out to be. JoeW is pretty hands-free. Remember - People complaining about something doesn't actually make that thing a problem (especially on the Internet). Well, you can keep complaining whoever hates necroing, but that won't change. If say I need to necro, I will necro and won't make a new thread, otherwise, within a few years time you might have double of every single type of thread there is. It's against the rules but not heavily enforced.
