what exactly does "texture streaming" do?

Here is an example. Texture streaming off:

When it's off, it's a bit choppy. When it's on, it's smoother, but you can see everything as it loads in.

with wormwood it is best to dodge the attacks, and if you are hit bring an ice staff to freeze your enemy while you heal with healing salve, another way to heal is the bat bat

Oh, that's nice, but, since you need to reload everything everytime, isn't it costly for the computer ? If it's not, might put it on.

Texture Streaming is something like you have in 3D games you can sometimes notice when you get closer to an object it loads High resolution image from the low one. 

It saves memory and resources and mostly GPU.

Basically ín DST its like that it loads the textures only when they are need as example when you open inventory of your character you can see there are invisible spots that will load the texture in and if im correct they will all load without you scrolling down but not sure about that never tried.

It just makes the GPUs job easier

That's weird Texture Streaming only manages loading assets in but has nothing to do with tearing and also confuses me a bit cause DST is Windowed Borderless game which should not contain any tearing it's probably your monitor or something with GPU.
