Usually that's the case, yes, but there is a slim chance that the trade-inn ignores this rule and you get something of an even higher tier then expected. Also, despite the old event items having rarities like distinguished and elegant, their drop rates seem much higher then items of those tier usually are. Trade Inn never worked with weavable items. Especially since you can just unravel 9 items to weave one of higher rarity that you can chose and isn't randomly generated. In previous versions of game (last Winter Feast I think) we can get classy WF Chest for 9 commons and another weaveable spiffies for 9 classys. Later Klei removed it (for good).
