Blame Spriter.

It does this, it'll break some animations, in your case here, it's stretching her face and dress.
No real work around, since we don't have the same one Klei uses. 
It does this a lot for characters.

From what I can tell, yeah.

It looks kinda low-res in the tex file and I'm not sure why...
