Edit: Nevermind I zoomed in and understood the picture more clearly. But I'm pretty sure it's always been a lot cheaper to get skins off of steam. For example, one skin for a character would cost 3000 bolts, about 4 dollars, where heads alone on steam cost maybe 12 cents.
