Depends on the number of camps and how quickly the players can kill them. Someone correct me if the math is wrong. 

Assuming you you don't sit at the camp all of winter and kill him every 3 days on the dot.

1 camp- anywhere from 0 to 5 (5 kills) 

2.5 on average (.5 means you may or may not get a third on average)

2 camps-anywhere from 0 to 10 (10 kills)

5 on average

3 camps- anywhere from 0 to 15 (15 kills)

7.5 on average 

4 camps- anywhere from 0 to 20 (20 kills)

10 on average

I'd say it's medium rare, cause well, it's a 50% chance lol. Tricky question.

Once I got 6 Tams in a row and 1 Tusk from the last mactusk.

So yea, they are extremely rare

Since the world can have 1, 3 or 4 camps, too rare with just 1 camp, and maybe just rare enough with 3/4 camps.

Overrall, I hate 1 camp worlds.

I think that the tusk drop rate needs to be buffed but that's about it. It's not too rare when I'm playing alone however quite troublesome with others (especially when there's no triple Mctusk camps).

I increase the spawn rate to Tons just so they respawn once a day instead of once every 3 days. Makes it more tolerable.

I never play on a world with only single tusk, either it's trip mac or regen

Make tusk drop rate 100% but fix the mactusks so they run away from you forever so the fight is actually harder. Instead of chase them a wee bit, they forget your existence, then you murder them stupidly.
