I don't know whether OP is a modder, but the claim that Klei doesn't care about their modders is false. If the past hasn't been evidence enough, we're literally in a beta where Klei put in effort to avoid breaking mods at the cost of code clarity when they could have easily killed or crippled hundreds of them and moved on.

As far as I'm aware, the Myth Words team (the most notorious offender) would consistently try whatever they could to make a buck, regardless of Klei's warnings or copyright. They were pretty much asking for this to happen.

That mods are no longer being updated, I ask you, do you like the paintings I spent time drawing, the code I wrote with energy, and someone took it for "self-use", and this kind of garbage is flying all over the sky, crazy transformation, do you like it.

Not sure how looks rules and licensing in China, but game is from Canada and modding is under very simple rules, including: no paid mods/no paywalls in mods. Donations are allowed. If you don't agree then you break rules.

That rule is very simple and believe it will be easier to understand it than code of the game...

Because you need to enforce your copyright. 
It's not up to Klei to do it, it's up to you to do it.

You can file a copyright claim to Steam to have the stolen versions of your mod taken down. 
In my experience, it takes about three days for Steam to handle it.
To speed up the process, you can put something like
 

Copyright 2022 YOUR_NAME_HERE. This item is not authorized for posting on Steam, except under the Steam account named YOUR_NAME_HERE.

in your mod descriptions to make it easier for Steam.
