On the topic of re-uploads, you are to expect some players will be uploading modified versions when something is troublesome with the mod to begin with, people will generally mention it to you first and hope for some answer letting them know how it should be handled. But at no moment your mod users should be left with a "deal with it" situation or be ignored, do your best so they can be happy with the original mod instead of whining to unconcerned devs when it's too late and worse, not listening to them when you've been much clearly answered than how you answer people.

I'm only assuming that from the way you've been handling communication with people openly discussing here so far, almost coming to insult some of them so go figure how you treat your subs' demands if it comes to fixing bugs or improvements which would benefit a lot to one or multiple players experience.

If you've come to the point you just download every single "self use do not download" mods on the workshop to verify if people are modifying your work then something is wrong is you. At best they will openly show the mod is a copy, explain what's changed, and redirect to the original mod, now that's something you can expect when you authorise edits or are nice enough to deserve the effort. If you're just preventing anything to happen and aren't helping them, then at least I could expect you to understand why they're making sneaky re-upload. For sure copyrights should be respected but there are situation which could be avoided on your end, if not all of them.
I don't believe you have even stated what mods you've created to start with, which would help a lot everyone here know the exact situation and verify with facts instead of letting everyone speculate on the problem or make us a fool if you aren't a mod author to begin with, not like we had element to know it so far.

If not a mod in the workshop or anything to be hyped up all around the world, YES. IMO

think about DONATION. What you have to understand is that, you should offer your 100% content and let them free to everybody. Then your users donate to you voluntarily.  FOR MODs

you can't have direct monetization in you a mod uploaded on the Steam workshop that's pretty much it. Klei has authority over these klei forum and a little authority over the workshop Steam gives to them for their games. Third party websites for example youtube, discord, or whatever other site to exists which isn't specifically those two places has nothing to do with them.

and like i said klei doesn't own everybody who plays dst is credit cards and wallets. if somebody spends money on a random website then that's like their own choice they make of their own free will it has nothing to do with klei literally.

 Sounds like someone had a bad time. But Klei is really taking down these mods that cheat them out the game, meaning you get free everything if you never had to pay for anything on Dst then they go broke. Have you forgotten they barely could already pay the expenses (I think last year) with the money from costume purchases. Then they would possibly go out of business. On the other hand they did allow mods such as the one that allows you to get gifts like every minute or so... And about the Klei attitude not caring...

Let me tell you a story (ps. I'm not angry or anything) but they care wayyy more than I believe every other game developer. Some of y'all may have heard of geometry dash another game I play. The developer Robtop stated, "2.2 will be a small update that will come out in a week." Tell me why like 6 years later still no update just bundles of teasers. People got so desparte that they hack geometry dash to get early access to the 2.2 stuff, and Robtop okayed it. Overall he added over 60 backgrounds (level editor), like 2 more vehicles, and a bunch of other stuff. And guess what the update still waiting to come out. He like a lying parent "I will give you candy tomorrow" and wave the candy in your face. To tell you the same thing the next day. Perhaps you like developers like these. Perhaps Klei, letting you cheat them out of money is them not caring.

 So do not down-talk my favorite company for taking your mods from you.
