I can't choose Wanda offline mode

I play on Xbox One and when I put my game on offline mode and I try to create a new world, Wanda, Wurt, Wormwood and Wortox are not available. It started to happen with the new update. 

Is that a bug?

I'm pretty sure "dlc" character can't be played offline just like you can't use skin offline :v

Sadly intentional. 
DLCs and other paid content cannot be accessed on offline worlds.

Anything that has its own Steam inventory entry

Your computer has to be able communicate with the Klei authentication servers, because they tell the client (your game) what items you own. If you host an offline world it only ask the Klei servers what items are tied to your account. The world itself will be hosted offline. If you don't have ANY connection to the net the game won't know what skins / characters you have and any locked ones will stay inaccessible.

Offline mode prevents the use of characters, character skins, item skins, and worlds created in online mode. You can only play as the free characters, only their default appearance, and only using default item appearances.
