Even if they have the work done, it's still gotta be implemented into a significantly updated/tweaked game since last time. Also I think it'd be really cool if they added more Halloween content, although considering how busy they are I probably wouldn't get my hopes up too much. At the very least there will be a Halloween skin for Winona, so that'll be new. I'm thinking like in The Nightmare Before Christmas (10/10 would watch again) where Jack lights himself on fire. Also, Headless Beefalo.
