As far as we know from the lore Klei has revealed, it's not the shadow creatures or anyone/thing we know of in-game. It's something way bigger... as if it's the god (of sorts) of the shadow realm. The Fuel Weaver also refers to it as THEM ("Curse their name") and tries to prevent you to open the portal, given he can kill you.
