Also I don't think nine years makes Wagstaff that much younger.

Winona's conspiracy board contains a reference to the Exposition Universelle, a world fair/expo that took place in Paris 1889.

This image also looks a lot like a world fair, but the presence of a ferris wheel suggests either the World's Columbian Exposition in 1893 or the Louisiana Purchase Exposition in 1904. Hot air balloons were often present at world's fairs as well, but idk if they were specifically present at any of these.

Ooh a different Exposition Universelle than the one I thought it was. This one was in Brussels.

Interestingly, the event had a noteworthy fire that severely damaged the English section of the exhibition. Given the association of fires with survivor disappearances, I wonder if a mishap at the expo led to to Wagstaff's discovery of The Constant?

Willow dances and frolics in one fire and whooshes out in another place via another fire. Fire based teleportation!

Alright so after scrambling through this whole thing and figuring out if this monument still exists (spoilers, it doesn't as far as i have searched) and what it's name was. 
It was called the "arc de triumphe", yes, like the arc de triumphes in paris, however. this one doesn't at all fit with the rest in terms of design and look so i've come to the conclusion that this monument was specifically built for the fair in 1910 as i cannot find *any* other sources guiding if this monument was in fact still standing afterwards.
So chances are, yes this is indeed the 1910 exposition universelle.

as to what's going to happen we know that something "crazy" will happen according to ye' olde timeline we got back from Kevin in 2014. And that a real fire was involved in that same year in 1910.

Now, at this point it can be pretty a pretty obvious hint that this is Willow's doing, possibly Maxwell guiding her to do shenanigans. I wouldn't be surprised if Maxwell was the one who made Willow who she is today to stir up things like the library burning down. a reminder that the fire happened in 1911, a year after the fire in the exposition universelle. Although just because it's fire doesn't mean it's fire = Willow. 
But what's important is that this will likely be Wagstaff's discovery to the constant and his long search and development to figure out how to harness it.

Yeah fires seem to break out around The Constant portals in general; the fire in Next of Kin seemed to be caused by Wagstaff's portal, for example.

But Willow also makes a lot of sense for obvious reasons. 

 

Remember, Willow apparently was kind of a hitman for Maxwell, making people disappear in fires and wprking down a list, since after she burned down Wickers library, she got a note delivered by a shadow saying "One more to go."
