Or for areas where you are using the same tool a lot, make a chest to store it? In all honesty, it's more a couple of my friends that do it on the regular.(Which is why it came to mind) I myself on the other hand have a bad habit of littering my world with such tools. I never have the inventory space to ever make holding 1% items worth it.
