There is a decor rating for every tile. You can click on the decor overlay to see the rating of each tile. For every second a dupe spends in a tile, that rating is added to the average for the day.

It is decor in tile where they standing. For example this (copy paste image from another thread)

If we hover on Rowan decor status, it will shown current decor same with tile decor shown in decor overlay. I don't know it is observed per second or per tick, but it is recorded and averaged producing "Average Decor This Cycle".

 

Albeit there is limit on decor overlay, there is no max decor limit (or still unknown limit) in average decor calculation. So we can have very high decor in few places that dupes spend more time, to compensate crappy decor that scatter around the base.

Blast them with decor in places they have to be. Primary: Sleeping. Secondary: Eating, entertainment, toilets. Optional: Showers.

Here is what I use for sleeping, eating and entertainment. The metal sculptures are Gold:

If you overdo your bedrooms you can reap +12 morale for every dupe as the average of 120 can be achieved while sleeping and eating.  If you go with hardest difficulty it is even easier as they eat every day so even your great hall can add to this reliably.
