Remember the last Halloween event where you got a free heirloom elegant for submitting something? I remember skins going down to 41 canadian cents lol, because of all those skins having been given out. I had bought a bunch of cheap heirloom elegants at the time and the spools from then are still lasting me to this day haha. The Victorian character skins aren't even marketable iirc! But maybe I'm misunderstanding and they did not mean specifically monetary value in their reasoning.
