Yes, it works.

So if you could use the additional power a hamster wheel would provide (so Stinky isn´t just running to waste power), just give him a high priority in tinkering and wait till he gets faster.

 

(I got tinkering on a high priority for all new duplicants and I lower their priority if I consider my duplicant trained. If you ever saw an anaemic duplicant wearing an atmosuit ... )

Yup. That is why all my new dupes just run on manual generators, making power for the colony. They are so slow at the beginning, that there is no point to give them other jobs, that will require them to travel around the colony. To much time wasted on just moving from place to place. Better if they just stay in one place. And if at same time they can train athletics and tinkering then even better :)

Isn't it based on work time?  Dupes earn exp for a job every second they're performing that job.  So it wouldn't make any difference exp wise whether they're doing regular tiles or insulated ones.  They just spend more time building insulated tiles, so would earn more exp per tile than regular.  However, if you're doing building training, it won't affect how much exp they get if they're spending 100% of the time constructing and deconstructing tile.  You'll probably want to use the longest build time item you can, tempshift plates, since then you don't have to spend as much time assigning the construct and deconstruct orders.
