Considering the amount of pictures of the two owners, they probably never had any orphans at their orphanage until Willow showed up, which could potentially be why they treat her so poorly. When the shadow creature crawled through the floor it stopped at a specific empty looking bed, which next scene turns out to be Willows. So it is safe to assume there where other children there. At the end Bernie lays on the floor and the door is wide open. Bernie was last held by the red haired warden who stayed in the childrens bedroom. The tall warden was last seen walking back to the childrens bedroom probably to get her sister. Since Bernie lays on the floor infront of a wide open door it is safe to assume everyone involved made it out alive.
