Aporkalypse stars at day 60 you can kill pugalisk several times and Im sure the pugalisk’s skull have no spoilage so you can make it after the old one spoiled. But it's held down by the poor "restock" timer (the fountain of Youth refilling itself) and the extremely poor use time (half a day like nomnom victory said). At least the pugalisk skull needed for it doesn't spoil but that barely do anything good for the item. For now it's best to consider the wand as a small bonus for killing a pugalisk and nothing more.
