I'm not sure of the exact requirements but I noticed they would not deliver critters to some of my open ranches, possibly when there is more than 20 critters in the room. (Like the wither mechanic for plants) So if you want to operate duplicant-free you have to spend some extra time and deal with the additional heat/power consumption.
