Cooling Cells are basic buildings that cools down whatever is pumped into it. There are two kinds of cooling cells. Small Cooling Cells (2x2) which are unlocked after researching Temperature Modulation, and Large Cooling Cells (2x4), which are unlocked after researching HVAC. 

Cooling Cells require any liquifyable material (Ice, Snow, etc) and is put into it. Like a storage system, you have the ability to choose what type of material you choose to store. In here, there is one main input and output. Any type of pipe can be lined in here for cooling purposs (Gas or Liquid). 

There is a secondary output, specifically for liquids. Once the material you placed in the cell has melted, it will immediately flow down to the pipe connected in the secondary output. If there is no pipe placed, it will simly be stored until the liquid becomes too hot to provide any useful cooling.  

The main difference between Small Cooling Cells  and Large Cooling Cells is that Large Cooling Cells are like those Smart Storages and Batteies where in you can edit the temperature of the liquid before the cell allows it to flow down the secondary pipeline. It will also be automatable with a function being similar to a thermo sensor.  Another main, and obvious difference, between the two sizes are its effectiveness on cooling down. Obviously, the Large Cooling Cell will have more storage (4T) than the Small Cooling Cell (1T), allowing for a quicker cooling and longer time before more ice needs to be delivered. 

Auto Sweepers can automatically place Ice and other liquifyable materials if powered and present near a Receptacle.

Or, IDK.. ice blocks?  I feel like its something that already exists in the game.. something that lets you take frozen water and build it in a 2x2 space and let it cool down the area...

Maybe build it over a mesh tile and then when it melts, it would just drop into a reservoir that could, IDK, hold a pump to send the now melted water somewhere else for even MORE cooling.

I wanted to suggest a building that can pretty much do all that with better efficiency

I would recommend that the small hand fan thing be changed to be able to use ice, rather then destroying water (which makes they nigh unusable) they release melt water as you describe via pipe.  The larger structure could be differentiated by being electrically powered (but with a modest say 80w draw because it's just a fan) rather then being manual.

This also presents the interesting idea of an actual ice machine, it would take in piped water and output solid ice and release heat locally.  The time to complete each batch of ice is proportional to the temperature of the input water so cooling the water before hand will greatly speed up the device.  This also keeps the heat release needed to cool things consistent regardless of which device is used.

I've converted part of my freezer to be an ice maker.  It works like a charm, but it's an eyesore.  An actual machine that does the same thing would be a welcome addition to the game, in my book.
