Woodie is just out of his mind I think thats why regular axes transform into lucy when he uses them, hes just projecting her onto any axe he uses. We will never get a true answer because the mystery is the whole point of the character. In DS Lucy being a figment of his imagination would have been a true mystery, but the character quotes and compendium lend far more credit to it being something supernatural. I just can't take the theory that Lucy is in his head seriously when it's fairly verifiably false.
