The new changes are terrible for Wurt

Carpet isn't the issue here imo, you can just carry fish for a one time building like carrying bunnies for prehatistator. But non-stacking fish makes building merm houses and flortifications too hard, whereas previously you could just catch 9 fish from a pond with a single rod, carry them and make 3 merm houses in your desired destination. Now you'll need 10+ empty slots in your inventory for that, which is just ridiculous. Recipe for houses requiring fish morsel instead of fish may solve it though.

I agree on the most part. The only part I have a problem with is just how many fish Wurt needs, and I'd rather not have the solution be "murder your pets". (I don't want Wurt to be able to murder them at all, actually, but that's personal preference.)

The best solution in my mind is to reduce the fish needed in her recipes to more reasonable numbers. Edit: The Tapestry, specifically. The houses aren't that bad, but reducing them to 1 or 2 instead of 3 would be appreciated.

The tapestry is a one time thing, in both the overworld and the cave world. I say that's fine.

The thing is that Wurt relies a lot on fish to continue building warrior houses, and trying to trade all that fish with the king will become annoying. I go for the idea to make both the EEls and the freshwater fish stackable, like bees or mosquitos, and keep all the sea fish non-stackable as they are now.
Or to keep some consistency, make all small fish stackable (both sea and freshwater) and large fish non-stackable.

Good point on the houses and tapestry.In that case, I'd change my position to wanting a cost of only one fish for those.

With my small understanding of code, however, I'm not for stackable fish. That would mean (to my knowledge) that we can only weigh ocean fish/large ocean fish. It's a minor thing, but one I would not prefer to see done away with for one character's sake.
