It's highly likely that none of those characters will ever be implemented, just like a lot of the unused assets in the game files. They made it clear last year All Well's That Maxwell was the last major content update. We may get smaller things like the rewards from the Chester kickstarter, small tuning, and bug fixes of course, but the main singleplayer game is pretty much done. Wortox has always been the silhouette for max level in the game (as far as I can remember, at least). Doesn't mean they have plans to implement them. It's pretty generous of them already, a whole year of free updates to the game is more than most companies give in their entire lifespan. RoG seems to wrap the entire game up quite nicely, and knowing Klei, they wouldn't make a DLC for just one or two new characters. They removed the silhouettes at max level ages ago. Wilton was also seen at max level, he was never put in though. But when they include bug-fixes into DLC's, that's pretty unwise as players would need to pay extra just because there's this one annoying bug in the standard version. I hope I'm remembering wrong.I really don't want the standard game left out because of DLC's. I don't want this game to turn into those crappy games wherein you pay for the game itself but then you need to pay for the DLC's to get 90% of the actual content.
