clickrush
In my last base I had the issue that the recharge things never got delivered to the vacillator. This seems to be a similar issue to the one with putting on clothing, where there isn't a prioritizeable task for that, so it never/rarely gets done. With clothing you can at least trap the dupes in a room where clothing lies around. With the recharger it seems to be more of a hassle.
PhailRaptor
Can Sweepers and Conveyor Loaders process the Vacillator charges? If so, that's a viable work around to get the charge to the Vacillator, so you can use the same locked door trap as for a Sweater/Vest.
