Dupes Stuttering Cycle 600+

I'm having a rather crippling issue where dupes seem to be going to do something and it takes them forever to get there because every few tiles they need to stop, run in place a bit, then move on.  it's like they lose their pathing for a second and then gain it back.  is this "normal" at longer larger cycle bases?

It's not the Oxygen bug since this happens while in atmo suits and sometimes even inside of transit tubes.  Literally had a dupe go half way up a tube, stop, jiggle, then continue.  Also had them start to go into a tube, like halfway through the launch sequence, and then step back out, then change their minds and go back in.

I'll look at the critter thing.

This happens when you have many tasks in base and you have dupes finishing the tasks of each other. 

 

say dupe A is on the way to a task, dupe B is standing next to that task and just finished another task. Dupe B will now go do dupe A work, and dupe A will therefor "stutter" till he figures out what to do now.
