Can you connect across plateforms?

You can connect across OS? Can Linux connect to Windows etc?

Why is it that there is no interconnect-ability between platforms? Is it such a massive difference that simple online connections aren't possible without extreme coding? In short, is it a technical issue? Or do the console companies themselves intentionally block cross platform interconnections?

In short, yes, it's a technical issue.

The different platforms (Steam, Tencent, PlayStation Network, Xbox Live) are handled separately by different companies and things work differently across said platforms (Steam with Steam Marketplace, PlayStation Network and Xbox Live with their own ecosystems and stores and market models). There has historically been little to no incentive for these companies to collaborate and each of them try to keep customers and content under their direct influence.  

In Valve's case:

The client (GNU/Linux, macOS, Microsoft Windows) and its Steam user gets authenticated by the Steam servers which in turn pass on the info to the Klei servers. Now the Klei servers know that an user is who they claim to be. The routing when joining games is handled mostly by Steam (I assume?) and Steam keeps track of your Steam items but the Klei servers keep track of which items and records you have unlocked in-game.

Tencent probably does this slightly differently, operating in China, for another market. The same goes for the others. Ironically, it sounds similar in theory, but in practice these are different systems.

Even if there was a theoretical possibility for these platforms to be interconnected nobody would want to go through the techno-juridcal mess of figuring out how it would work for different companies across different contients with their own business models, hardware and goals.

It is already commendably that Klei has managed to cater quite a few platforms, being an indie developer (yeah, I realize that there are complaints from the console players regarding the pace of updates).

It would be cool if at a minimum Microsoft and Steam could work something out (Xbox and PC). I know they're not exactly buddies but there has been some cross-platforming there before.

It's a mix of technical and platform reasons.
