Sweepy vs horizontal doors?

Is Sweepy supposed to be able to walk over horizontally-placed (pneumatic) door?

In very short terms: No.

What you need in this kind of build are airlock doors, either manual or automated will do. Pneumatic doors do not provide a solid foundation for sweepy nor buildings.

This is not a bug. It is intended behavior.

If sweepy is on top of the door when it is opened, then it will drop. This will generate a "rescue" task for dupes to take him back to his docking station.

then navigation showing incorrect path is bugged

I have to agree with the statement of something being bugged; something that's come about by omission, I'd argue. Critters used to drop through those ages ago. (Incoming Pepperridge farms joke...) If we take current behavior at face value then the navigation is bugged and should be amended, thus freeing minimal computational resources...

If devs will stand by the navigation's perspective then sweepy should be able to traverse the gap, maybe?

Oddly enough, critters do path and traverse the pneumatic door. At least the hatch managed the catwalk... (Not gonna QA the rest of the critters, nope...)

Sweepy came into existence after the critters got "patched", I believe. And they can be spawned as critters in debug mode, but all you get is a tragic explosion and genetic ooze as debris.

I always imagine pneumatic door look like

So, animals can walk on it, while robots like that cant:

Ok, that's SOLID proof.

But I'm 101% sure that my dog would never walk over a pneumatic door, or any gridlike object, unless her life depended on it.

ONI critters are tough as nails!

Be careful the door doesn't open with sweepy on it as it will explode when it can't find it's dock

No it won't. When a sweepy can't find its dock, it will continue to fill it storage until reaching capacity, and then a duplicant will carry it back to its dock. I use sweepy as a "mop up an entire lake" tool this way sometimes.
