There is basically a hidden set of 4 d-flip-flops in there at the MUX output, clocked with the game-Tick. When you connect the input or the "RESET", that gets clocked into these FFs. When you do the "loop", the output gets clocked back into the input and the state is preserved. The clocking restricts speed of anything that can be built with this, but also makes circuits a lot simpler as there are no signal hazards.
