I've said it before, I'll say it again...limit distance by fuel quantities and have engine type determine mission duration.  For example, a jaunt to the nearest asteroid could take the steam engine 3 cycles, the petroleum engine 2 cycles, and the hydrogen engine 1.  Alternatively...

This suggestion works too.  Add a piloting/navigation skill that directly impacts mission duration and let us train it in the Space Cadet Centrifuge.
