Add a building that gives an alert\notification\siren

I was thinking it would be nice if a building was added that gives some sort of alert\notification\siren when it receives an automation signal.

For example, when a germ sensor detects germs it sends an automation signal to the proposed building and lets the player know (if they are paying attention).

1. Optional pop-up window.

2. Notify players at notification bar.

3. Optional notification bar colour (Normal, Blue info, Red)

I saw this suggestion 5 times already. It`s a good one that`s true. Maybe if it appears more times Klei will consider adding it.

Thats just a basic one. We need a configurable one.
