Can I find Shove Voles on an old map? Maybe imported from a planet? Would like to play my old map.

Unfortunately no.

Just like fossils and other new things in old seeds, you will need to either start a new seed to get the new stuff, or do some debug/sandbox manipulation to get the new stuff.

Alternatively, you can use a Save File Editor to get what you need, though use your own discretion with its use.

Are they not obtainable by rockets?

To my knowledge no, they are not.  Stone Hatches from the Rocky Asteroid, Smooth Hatches from the Metallic Asteroid, and Gassy Moos from the Organic Mass.  Unless it changed now with the Space Industry stuff, anyway.

Would be nice if you could get replacements for any creature type either from space of by, say, have the bio-printer print a critter instead of a dupe. Could be high-end research.

@4l4b4m4m4n If you have lost all shove voles, try digging out the entirety of the surface biome. I've found at least 2 shove vole eggs just from digging that were partially incubated long after I had captured/killed all visible voles.

The other possibility is if you have shove voles that escaped from the surface into the main asteroid. If you didn't make every entrance to the surface of steel doors, it's very possible they have found their way downward. You will never find or catch them if this is the case, as voles have free access to any biome that is not sealed by abyssalite or steel doors. It's vaguely possible to find an egg, but don't count on it.
