Do Stifled plants consume resources?

So I have some P. Peps in hydroponic farms that got too cold, and stopped growing.   However.. it seems they are still consuming PW.   In a previous save, I thought i remembered non-growing plants not in-taking water/p.water.   Is this a bug,  or am i just mis-remembering (or maybe things changed).

You can see the mini-packets of p.water moving forward here to the cold plant.   IDK..   90% of the time when i think there's a bug.. it turns out to just be my ignorance that's causing things to not work right :)

hmm...  is it because the p.peps have farmers touch theyre taking  in water??

mine have farmer's touch too, seems like a bug so take this to bug tracker 

Another thing to check for is your polluted water offgassing into polluted oxygen. That causes small PW flows to idle machinery (e.g. refineries using PW as coolant) as small amounts of water are continually needing to be replaced, could be the same thing here.

did you check the sleet wheat themselves to see if their fertilizer count was dropping? or was their fertilizer already low before they became stifled?

also dupes will still try to apply "farmers touch" to stiffed plants

Yes, the fertilizer count was dropping.

Stifled plants certainly do consume resources in some cases.

So far I've seen the following:

  • Stifled berry not consuming water
  • Same stifled berry suddenly consuming water after loading a save
  • Stifled mealwood consuming dirt even without save+load
