I suggest to rework this: - All building producing Gas/Liquids must have vents/pipes connection points. - If no vents/pipes are connected, Gas/Liquids will released at place. I think this chap is talking about high pressure tanks or something, certainly, for gas, I can't see a convenient way to do it, it's easy with liquid though.
