Update 207380 "fixed a bug where pumps would only try and pump the first gas they ever pumped" seemed to fix that one, my pumps were working pretty much constantly. Even so, the pump only stops itself when it fills its storage so I suspect the conduit dispenser is telling the pump to stop because it can't dump the storage into the pipe. What happens if SimDLL already sent a consumption message for that handle and nothing is there to accept it?
