Sure there's the mention of strange hats, but the other half about his "...complete lack of a personality." seems completely unrelated. There's plenty to make fun of with TF2, but the game is oozing with personality from both it's style and characters. I don't think the mention of hats alone makes it a TF2 reference. The quote isn't directed at the game so much as the people who covet the game's extremely rare and very valuable (but ultimately trivial) Strange AND Unusual tier hats.
