I think its mostly because of it being a skill tree update, like, a lot of the character left for a skill tree update need it really bad, like Wendy, Wortox, Wanda, Webber and Walter. WX, Max, and Wicker dont need it that much right now but they are still one of the most played characters, so of course a lot of people want those skill trees too.

I would say she is really popular among high skill players, and is really good for most challenge runs like lights out and eat your veggies. I don't think she is popular among the whole playerbase tho
