Not necessarily. They said there could be at least 2 characters per skill tree update going forward, not just 1. So there's a good chance they'll be done by next year.

For WX they spent a lot of time and continued after the beta ended. I want to see if they'll give the same treatment to the others, especially having two at once.

Tbh, Im really excited and also a tiny bit afraid, Wx76 skill tree was really good but I don't want anyone else to get the Wendy treatment(they did say they're gonna look back into the past skilltrees again but yknow what I mean-
