Do you think moon quay can return?

This idea that it's players' fault that raids ended up being the joke they are now is complete fiction born of hyperbole and rather uncharitable views of opinions the storytellers don't agree with. Nobody -- not a soul -- asked for raids to be what they ended up as. And it wasn't just a casual-fest asking for them to be toned down; plenty of capable players agreed that they were a bit much and needed adjustment. Plenty of perfectly reasonable adjustments were asked for: cooldowns on raids so you didn't have two or even three occurring at once, slightly smaller raids, the like. The update that neutered them was pushed at the tail end of the beta and went live with no further adjustment, even as the people who were asking for adjustments were saying "uh this isn't what we wanted".

Their weight was increased from 4-6, this makes the pirate mobs slower due to being bigger and fatter. /s

In all serious-ness, the weight is how fast the timer ticks down in each of the "circles", before the timer used to tick down 4x as fast in the inner most circle, now it ticks down 6x as fast.

Not the most revolutionary change and in practice I don't think it does that much but it's there.

While I mostly agree with you, there was a group of players who said stuff like "Ocean used to be a safe haven. No one is gonna sail now because the raids are too dANgerOus".

Going to be honest, this take makes it sound like you haven't been to the Moon Quay since the changes at all and are speaking entirely hypothetically. You can use junk items to protect yourself from the powder monkeys in the short term, but there's a LOT of them on the island. Not only will they be rushing over to try to grab things you gather from the island like dug plants and palmcone sprouts and etc, but as soon as the unnatural portal spits out even one monkey then you're going to have one permanently chasing after you and taking an infinite number of items due to not having a home to retreat to.

when you kill a monkey you recover what they stole from you so you can recover your junk to keep protecting your inventory

the portal spawn monkeys but, if you are farming it, you will be near the portal so is as easy as hit the monkey right after they step. Since it doesnt have home they will keep everything in their inventory

you are making it look like way worst than it is. Have you been in the Moon Quay?

What I am arguing against is somebody saying that the moon quay is bad because you can "ignore the powder monkeys" and treat them as a "neutral mob" by putting junk items in your first slots. What you're saying is that they're absolutely an annoyance but you can kill them to get the items back, which is true! And you'll have to deal with the curse too if you're killing them regularly. That's not ignoring them though, that's engaging with the content, which is a good thing.

oh, right. Saying that they are neutral is so dumb that i didnt took into account that you were answering to that comment

I mean by that logic a moleworm and catcoon are hostile mob yea they can inconvenience you but that's kind of the thing theft type mobs do if they're a problem there's work arounds it's really not as bad as your making it out to be.

You're right. I forgot about that. Should know better than to be that absolute but that voice was so small it just completely slipped my mind.

The big nerf to the raid actually happened when it went live unless I'm remembering wrong they lowered the beginning size but the current spawn rate happened in the live update also there were indeed people who were happy with how the raid turned out after the live version but like you said it wasn't a large amount but I don't think it was a very small amount either if raids do return even if modified there probably will be backlash.

Also keep in mind there was a fair amount of people misrepresenting the content some making statements based on assumption and others outright misrepresenting the content it was definitely over tuned in it's initial draft but with how they were presenting it there's not really any wonder to how it ended up the way it did.
