I have 0 Wendy heirlooms for instance but she is the only character I have 100% completion on. No, the progress bar counts your progress in all "collections" of the character- a Woven or Heirloom on Triumphant/GuestofHonor/Costume etc. is one tick regardless. As the non-reworked characters don't have woven variants for four of their collections, you cannot get 100% on them by just weaving. Aand while you can get 97-98% in all reworked characters just by weaving, despite all trials and tribulations there remains one item that count towards progress and cannot be weaved for each of the 12 original survivors- their Gorge garbs. You only need one or the other(either heirloom or weavable) to get 100%.
