Terra start usually doesn't have this problem (after the update "Worldgen borders now gradiate temperature between the adjacent biomes") But in swamp start it seems to be more common (I don't have concrete statistic but until now in every swamp start map I played, it had a bottom biome around 70 C until I finally managed to reach it.
