Like the scout rover module had some solar panels and its own battery or something. That would reduce the clutter. But, I really wish there was a way to get rid of them. Maybe if they could be deconstructed for half of their metal cost? They could make them require periodic maintenance (think ranching for robots) from Tier 3 Operators.
