Balloon Artist bugged?

Now, I have 3 Balloon Artists. They all are at > 30 more morale than needed. They occasionally run around with stars in their eyes (which I take means they are overjoyed). I have recreation rooms with space available. Still, I have never, ever seen a single balloon artist doing its thing. Either this is so rare it is basically completely useless, or something is fundamentally broken.

Has anybody else seen balloons with anything approaching being a regular event?

In my recent game I have a few balloon artist and most of the time I will see my other dupes with balloon attached, which give a +8 to all stat (I think all). Aside from Streaker, Balloon Artist overjoy reaction is one of the most insane among all other. 

 I do however still dont understand how the overjoy reaction trigger though. The game dictates that if dupes have +3 or is it +8 morale (not sure) more than it needed it should trigger, but I do need to see a constant triggering of overjoyed despite my dupes having a definite more than +10 morale than needed. 

So yea, to answer your question, the Balloon Artist overjoy reaction does trigger. The triggering itself is however in my experience not always (I do need to properly inspect and observe the dude but for me right now they do seem a bit random, maybe it is chance based?)

It isn't that new of a issue but I thought it was fixed when they released a patch changing the recquirements in regard of available space in recreation room (which I didn't even know was a thing before reading the patch notes). I discussed it back when MRP was released and got pretty disapointed on the low occurrence of Balloon Artist joy reaction. So much so that I stopped picking dupes with it in favor of Sparkle Streaker and Super Productive which triggered much more frequently and proved to be OP when combined. I didn't test it ever since. I was planning to take at least one initial dupe with Balloon Artist in the next update but reading your post just changed my mind.

Based on the Wikipage  Overjoy,

it seems like the minimum base chance is 2% (with over +8 Morale, calculated after Dupes wake up). The maximum chance is 5% at +20 of Morale requirement.

So based on this it's 1 in 20 chance to trigger with maximum chance, so I think it's quite slim. Also since it's counted after every bed rest, maybe a good Bedroom with abundance decor to boost morale while sleeping could boost morale to maximum chance?

I think you are just rolling the bad dice at this moment, as in RNG. Have to admit though 5% chance is pretty low. I wouldnt mind it being 10% maybe? 

Or maybe you can combine Sticker Bomber and Balloon Artist, since each sticker add +20 decor and therefore add more to the overall Morale bonus, but since you said your dupes each have over +30 of the requirement, then it seems like just dice roll/RNG. 

And the starry eyes, could it be a reaction from Sparkle Flattered?

Make sure that your dupes have the time needed to actually get the balloon. (eg. Abe will just stand there* holding out a balloon for someone to take, but if their shifts don't allow it/time changes to bedtime etc they end up no going near him and don't get one) as i have seen dupes miss getting one by a fraction of a nanosecond because of shift changes.

I was also thinking about intentional food to reduce stamina further, but I don't think it an extra -30% cycle really matters when sleeping gives +900%.

It actually makes a lot of sense as commonly I don't give my dupes more than the standard 1 shift unit for rec.

Nope. Just had a chance to check it again. They have the eyes but nothing is listed in their status page.

Will they only try to get one during rec time? While I have 3 blocks rec-time, they are in shifts per 3 dupes and they are only overlapping one block with the neighboring shifts.

IF the game only check after waking up, then narcoleptic would be good in a way, however we need to consider how random the narcoleptic trait is. The dupe can fall asleep in some awful decor setting and in turn reduce it's decor and average moral, unless your dupes already have too high over-morale that it doesnt matter or your base decor is averagely good for morale.

This makes sense. I always try to make it that at least 2 Schedule always overlap on their recreation time. I just feel bad when dupes doing a break alone. 

So maybe having Balloon Artist to have recreation block shift that overlap with other's rec block might help too. 

yeah, they seem to need to actually interact with the balloon giver, so they need to have downtime together.

a way "around" it could be to have 1 or 2 balloon artists on almost exclusively downtime, so they just .. hang around in the rec room/portal, handing out balloons like it was FREE BALLOON DAY!

I've only seen my balloon artists give out balloons during their break.  Also, they'll only give balloons to dupes that are also on break.  Thus it is advantageous to have multiple dupes on break with enough time that they end up standing around socializing.
