Nop, as far as I get this mechanism. Even "cramped" can't, since at least one egg is needed to get this status. But this one can decrease your pacu number.

I would argue that killing all but one pacu counts as killing the population.

Overcrowded and glum are fine for critters, but they will only produce 1 egg in their life if they don't starve first (pacus lay their egg before starving).  Cramped or Confined stop reproduction completely.  Cramped is caused by eggs being in the room while overcrowded.  Eggs should be removed from ranches asap, preferably in to an adjacent chamber where they can hatch without causing cramped..

Same here. You can put as many pacus as you like in as little water as you like. But the temperature has to be between 10C and 25C or they will start dying off. I usually cool it to 18C via some regulation mechanism.
