Chlorine should be heavier than Carbon Dioxide

I disagree. We can't compare ONI to reality, if we'd compare it that way, there'd be a lot of things that needs to be changed. ONI is realistic in its own sense, not compared to ours.

It would also do that CO2 management base is far more difficult, I usually put a Carbon Skimmer in the bottom of my base so all exhaled CO2 just falls down there and gets handled with. We can't do that if Chlorine falls down the furthest. CO2 and Oxygen are two of the most important gasses in the game, so if Oxygen falls in the middle, and CO2 falls in the bottom, we got some basic rules in how to manage it. 

Regardless of real life physics, it would be bad to change now as it would break both savegames and strategies. If we really should go for real life physics, what is it about liquid CO2? CO2 goes directly between gas and solid due to sublimation. This has been widely used commercially under the name dry ice as it cools like ice, but without the melting water.

Nobody does it intentionally. However keeping parts of the map completely airtight is actually an advanced concept and leaks are fairly common until players get really experienced. Even then players mess up once in a while.

CO2 is sterile too, the only difference is that chlorine kills germs and CO2 doesn't. CO2 was heavier than chlorine long before germs were a thing.
