Only allow a single Dupe to leave the base and access the surface, but set that Dupe's Construction priority to "Disabled". Set your build orders wherever you want that Dupe to perpetually dig out. Every time it gets obstructed, they will go run out and dig it, but because they are not allowed to build it, they can't finish the construction.
